In a veterinary setting, a heated water mat can accumulate:

Bacteria and mold
Biological residue after frequent use

Drain all the water from your pump system.
Pour either 2 cups of white vinegar or 2 cups of isopropyl alcohol into the reservoir.
Operate the pump for about 15 minutes, making sure the heat function stays off.
Remove all traces of the cleaning mixture from the unit.
Refill the reservoir using distilled water and circulate it for another 15 minutes.
Empty the system again. Your heating mat is now ready to be refilled with fresh distilled water for safe use.
